According to the Ordinance on Accident Prevention (VUV), all employers are obliged to ensure the occupational safety of their employees. Safety and security on the construction site 

A safe and secure construction site prevents accidents and unauthorised access. This requires detailed planning and security measures such as fencing, surveillance cameras and access control systems, so that only authorised persons gain access and the risk of theft, vandalism and other criminal activities is minimised.
